Two-rate Approach represents a shift of 10% off of building value to land
Assessment Exemption to Improvment Approach (AX)
- Using median building assessment (in NL $50,000) a universal abatement of $50,000
- Using a 5% universal abatement on all building assessments
Two-rate + AX would apply the two-rate and then the $50,000 universal abatement
These approaches were then applied to the City Business District Only and to the entire City to determine outcomes.
